These are suspected Multis/Secret Alliance.... not sure which. Probably alliance!

Comments: They have never fought the whole game while sharing a common border. And now Yellow has left that border completely unprotected! I smell cheaters!

Raptor1210 & Scarface 21 are cleared of being multis.

To prove a secret alliance you will need to show evidence from other games as well. The fact that they stopped attacking each other when someone else was more powerful is just a sign that they used the appropriate strategy. If they worked together in every game it would be a different story, but that doesn't appear to be the case.
