today i was in a game with him and i attacked him as he was getting 9 reinforcements off territories alone in classic. he was clearly the strongest player. because i attacked him he started yelling at me, he foed me, and he said in the game chat the third player could have the game because he was going to bash only me for the rest of the game. game was 2708113

Are you sure this rule exists? It would be a damned slippery slope if it did. I mean, if that's the case, shouldn't there also be a rule against the sort of idiotic play that often leads less emotionally stable players to going tilt?
The rule means, if I interpret it correctly, purposely throwing games so that other players can gain points. He threw the game so that you wouldn't win - I doubt his intention was going into the game *wanting* the other person to win. He probably would still try to win himself after that - everyone knows he lies in all his games and throws his little hissy fits. He convinced one players to literally suicide me with the promise that he would leave Africa and give him Europe - after the third player made his move he took Africa instead and Europe was never able to be taken.

I have been very unimpressed with your behaviour on here. You threw a hissyfit when another player didn't bow down to you. I guess people are not allowed to attack high rankers.
I played codeblue in a speed game this morning, and he had to be THE WORST player I have played against. Did nothing but complain the entire game. He is on the foe list. He might have a high rank but his rating (which I think is more important) should have let me know not to play him.

Same every game. It took one win against him for him to hate me and comke up with every excuse he could that I had cheated. After he beat me a while before he was really happy.
So codeblue gave me straight one's after he lost a game to me. I searched our games and in only one game (out of had I said anything. It was over a year ago, and he hadn't given me negative feedback for anything I said then, so he obviously didn't have a problem with it. Something's gotta change.

Well, perhaps the first thing that could change is that everyone could quit freaking out whenever they get a low rating. I mean, it's very well established by the entire community that this rating system is totally arbitrary. Even among those who make a point to grade fairly there's absolutely no consensus on what that means. Then you mix in those who make a point of using it to screw people?
So, what difference does it make? So you got 1s from the guy. Seems like you're not alone in that regard. Anybody who's paying any attention at all is not going to hold low scores against anyone because they know there's absolutely no basis to do so.
