Europe Map Question

On the Europe map - can you attack from Moldova to Romania? I see a red arrow but also a "strong" border. I don't want to place troops there and then find out the hard way that I can't attack across the border. Why is the red arrow there? Appreciate anyone's insight.

Yes, you can attack. It's a one way border, so Romania can't attack Moldova.
Taking an enemy on the battlefield is like a hawk taking a bird. Though it enters into the midst of a thousand of them, it pays no attention to any bird other than the one it has first marked.

Yup indeed you can...and just so you know, if you mass all your questions on the search button, most strong borders will be crossable much faster (i.e. this question has been asked before...and the search button would have found it ;))
