Cards-Sequential deal and color

I have noticed through game play that cards aren't put on the bottom of a deck and then dealt sequentially. It appears that card distribution is random. I also noticed that once a card is returned to the deck, the card which is assigned to a territory can change color. I think a change to sequential deal, first in first out, and maintaining the color of the territory for the duration of the game would be more fair allowing an equal distribution of the cards.

It's easier to code using the random form I'm pretty sure. Plus, what happens when you're in a Doodle Earth 8 player game and everyone has 5 cards? There has to be duplicates in that situation.
