what happens if my opponent waits till the last seconds of the turn to play - knowing that i can't play because i finished the last round? Do i miss a turn?

Yes, but then you get your armies doubled. If it is freestyle, your opponent gets to go again. Not nice, but strong strategy.

it's happened only once to me so far, in one game out of like 30 or 40 that I've played freestyle... so it doesn't exactly happen that often

It's not against the rules, why would you leave neg feedback. It has been done to me b4 and I have used this strategy when its serves my purpose. Having doubled armies for 2 rounds could end up helping you.
