I didn't realise you wasn't allowed to join games wit new players. I admit I have been joining games when I see new players, but in also join other games. If this is an issue why not have it so only cadets and chefs can only play newbies.

Personally, I don't see this as farming. A lot of these are multiple player games and a lot of the newbies have continued to play.

I would say farming is where you only join newbie games with no other players. This is not that.

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits and colluding with other players in any way to manipulate the scoring system.
