Best way to determine second pace in Risk?

I play with a few friends on here, and we make our own tournaments, but there has been controversy about how to determine second place on a classic map.

The controversy arrived when the winning player knocked out two players to win the game on the same turn. In this scenario who is second place?

1. The person that was knocked out who had the most guys on the board?

2. The last person to get knocked out?

The most conventional way would be to say first eliminated is last and proceed from there, so #2 in your case.
