took that from another topic but it got me thinking... knowing these ratios provided above, is it better to leave countries as ones or place a 2 men on each of them.
in other words,
what would slow an attacker down more... having 19 one man countries and a big group of 21 or 20 countries of 2? each situation consists of 40 men and 20 countries.
