I think there needs to be a time limit on when challenges can be placed. For example:
Round 3 ends on 9/1 (and new rankings have been posted):
ALL Challengers have 3 days to post their PREFERRED challenges.
If #2 posts before #1, they need to list Challenge A and Challenge B. One of which should be granted - unless challenged by #1.
If #3 posts before #1 and/or #2, they need to list Challenges A, B, and C (or A & if one of the ranks above them has already posted)
If #19 [of 20] posts before having been challenged, well s/he has to challenge #20.
If #18 posts before having been challenged, they have to list Challenge A and B (19 or 20).
If #17 posts before having been challenged, they have to list Challenges A, B, and C (#18-#20)
And so on and so forth [trying to list the minimum # of challenges]. So #10 [of 20] would only list 10 challenges (as only 9 above him could take precedence) - while #11 would also list only 9 challenges (as there are only 9 below him).
EDIT: Here's the tricky part. IF someone doesn't post a challenge within 3 days (and aren't listed as having been challenged). Anyone who hasn't been named to a challenge AND hasn't started a game [in order of precedence] may CHALLENGE the missing player. The match shall be played on the lower ranked person's home map (even if they are now the challenger - due to non challenge status). The missing player shall then have 3 days to report to the new match (otherwise forfeit their points/chips).
This system, basically allows someone SIX days to go missing between rounds before forfeiting their points.
