I have seen pictures of Muslim mosque with banners along the wall that reads 'death to Israel' & have seen videos of Muslim school children doing arithmetic with killing Israelies. People are irrational about all sorts of small risks, like the chances of a core accident at their neighborhood nuclear reactor. Asking "why panic" isn't helpful -- people will panic when there are rockets flying about, even if the chance of any individual dying from one is very, very small.

They should take the missiles with stride. They'd also have more government resources to use on more useful goods.
