Apparently the owners of Greekdog are upset about being neutered or something. You'd have to read the article to be sure.

Amateur dog breeders will more than likely have to pay to gain a certificate to be able to continue. Almost every trade has been forced into paying for the privilege to do their work, for almost 20 years now.
