i like this idea and think it could work, how big were you thinking of making this? It's a really large area so it could be a big map but as there is nothing there you could have massive territories. If your making it like the book would that include a US task force?

Have you ever seen the ant colony game, kinda like that, it's off the board, and you attack a neutral army. Once captured it would serve as your moon base

To put commanders in the game you could have a area you have to take(each commander) that doesn't count for re-enforcements and can't be taken that attacks one way to the moon bases. Would be harder for water commanders, unless you had something like if holding this territory and commander can ...

Would there really be a copyright issue? You would just be using the classic board off CC, add some water territories and a moon. The commanders would be hard to put into the game without energy. You could just put permanent moon bases on territories.
