this is or would to be a board map used in schools, for example. therefore I did not used any shadows or other items of 3D.

I could try to do something with colours or background, but I do not see much possibilities here.

brighter or 3D would be out of theme for me
I love the dull Eastern Europe graphic theme you have here
completely chosen on purpose here
font may be more "spicy"
but frankly what you need is going to beta

I used simple font, because simple graphics of all map.

I think the general aesthetic fits pretty well, though the font always has seemed more 'typed on the map' and out of place, so I wouldn't be opposed to something more integrated looking.

about font
now they are the same all over the map
maybe you should try somthing as follow
Kraj = upper case / serif font (century)
cities = lower case/ serif font / italic
capital = lower case / serif font
legend = lower case / sans serif font (helvetica condesed)
Title = upper case / serif font / extra bold / outlined / shadow

Play around with the title settings. It looks a little blurry. My guess would be the shadow settings but I'm not sure.

cosmetic suggestions
in legend maybe you should write KRAJ in upper case to match the map
the title is too dark especially in large version
remove the shadow
try outlined with grey inside

the Kraj is not in map. by upper case are written regions, kraj is name of bonus - region and 2/3 towns inside. so maybe region could be written REGION?

outlined - you mean stroke? I use GIMP, which program do you use?

These. I recommend not having the shadow on the title at all, and I think that having a stroke around the text wouldn't look good either. So I say just have a bold font on the title, and space out the letters so it is easier to read.

Nope, the title is still too hard to read. Take one of the fonts you have on the playable area of the map, and use it for the title.

Do you still have the shadow on the title?? If so remove it. Have the font as a regular font, no shadow, no bold no nothing.
