Have there been any thoughts about implementing a "resign" function? I would be nice for others not to have to wait on timeouts when someone has to resign but can not.
If there is a thread where this has already been discussed, please nudge me to it.

When Conquer Club was in its infancy, there was a resign button, but it was removed because it seemed to encourage more and more poor-sportsmanship---people were rarely finishing games, which took away from the winner's enjoyment of the game. I know I'd be somewhat disappointed if during my rare wins, my opponent just left before I could eliminate them or sweep the board.

Although when polled, there is overwhelming support for a resign button. I think you might be in the minority, andy!
I can see where freemium members could abuse the button to get around the 4 game limit and join a new game without really finishing the ones they're in. However I do not see any advantage for premium members to do so.
Completely disagree Rocket - I've played with this on another site and believe me it's crap. No really crap!

Get the hump - resign! Totally changes the game and ruins strategy. Neutrals everywhere - it doesn't work.

What was the other site? Did it have a points/ranking system? I jus think that in the case of a game clearly being lost (a 1v1 on a large map, for example,) it would be nice to save precious time. There are also options such as all players having to agree that a person can resign, which would help prevent people resigning to hastily.
Other site was strategy games network. The idea other players agree maybe ok - dunno. Just i've seen lots of multi games turned around because someone resigns in a huff and another player has their bonus region protected by neutrals etc. I played as a freemie there for a while and you ended up planning on someone resigning during the game. It just didn't work.
If it was just hurrying up a lost position 1v1, fair enough, but it didn't work out like that. Maybe just hit neutrals when it's 1v1 and lost. But seriously, the number of people who got the arse after a bad set of dice n resigned....

isn't there an option other than setting all their armies to neutral? what sort of penalties could be implemented, within reason?

Of course not...in which case, they deadbeat out of the game. Most people prefer to go ahead and play it out rather than do that. However, a resign button would change that, leaving neutrals laying all about in non-1-vs-1 games.

I can't make any deployments or assaults, so until I fort those 2 up close enough to roll a 2v2 on somebody and after I'm completely neutralized. but it will take me more than 72 hours to resign, in disgrace, so I just keep forting.
Could you not have a resignation button? but then its up to your oppenents whether to accept it or not!! if not then play goes on!! It would be handy for 1vs1 on maps like hive were you couldn't be bothered making the sweep!!

this has been suggested a LOT of times. I has been implemented in the past. each time there was a LOT of abuse. It will NOT come back
