Do you think that anyone can just pay to criminally prosecute someone?

Prosecution is carried out by the State and the State alone. Random citizens have no say in the matter. Injured parties can refuse to participate (i.e. press charges), but you think some random rich person who doesn't like Clinton has standing to press charges against Clinton?

Maybe the justice system works like that in China but it doesn't work like that in the US.

If the FBI did bring charges, Clinton would be finished, virtually giving the Presidency to Trump. The director instead turned over the decision to the voters, which was probably the right thing to do.
Don't get me wrong, I believe Clinton should be tossed straight into jail for all the malfeasance she's committed over the decades, but it's not in the FBI's power to throw an election into such chaos at this point in time. Clinton was saved by the bell so to speak. The director stated in no uncertain terms that Clinton broke the law and that even though she's not going to be prosecuted in this instance at this time doesn't mean that if someone else did the exact same thing would also get off without prosecution. Anyone else absolutely would be prosecuted in a heartbeat.

The State determines who to prosecute and when and people are given passes all the time for all kinds of reasons. There are usually civil ways for injured parties to seek redress in these cases.

In the event that the State chooses not to prosecute or otherwise fails in it's prosecution, then it means some other way must be used to punish the offender.
For instance, OJ Simpson got off but was sued by the Goldman family for every cent he had and every cent he'd ever make. OJ lived in virtual poverty until he was driven to do something wrong so that he is now in prison for the rest of life.
Vigilantism won't be tolerated, not to mention the amount of protection someone like Clinton has so the last recourse, the only thing left is to make sure she doesn't get elected President.

This is it for her. This is her last chance. If she loses then she'll go off into the sunset (rich as all get out) and will lose a lot of the political protection she has enjoyed so that sometime in the future she just may face the music for her misdeeds. One can hope at least. She may not be going to jail (yet) for what she did but I think that her losing to Trump would be a really good gut punch for her and would go restoring faith in humanity somewhat (bitter sweet as it could be) people have lost by her not getting prosecuted when she so deservedly has coming to her.

I do not envy the FBI director's position, he was in a tough spot.
Besides, even if she gets elected her chances of making through a full term are slim. She's not got much time left on this Earth. Clinton is in poor health and she'll face justice in this life or the next. In fact, Clinton needs to win just to keep from going to jail, IMO. We'll see though, there was no way an Obama administration was going to let Clinton be prosecuted. Future administrations however might not be so inclined...
