If the FBI did bring charges, Clinton would be finished, virtually giving the Presidency to Trump. The director instead turned over the decision to the voters, which was probably the right thing to do.
Don't get me wrong, I believe Clinton should be tossed straight into jail for all the malfeasance she's committed over the decades, but it's not in the FBI's power to throw an election into such chaos at this point in time.

As for information leaked. We have a DEAD Iranian spy. How did Iran get that information? We can't prove it positively, but enough emails were on Clinton's server to effectively give his name away. How many more people are or will be DEAD because of this? She has more dead people under her than the average Mafia Godfather.
