two more things to discuss...
I realized that floating 11 is better than floating 10 due to mathematical flaw that in floating 10 can occur +6 +8 but never +9. However, with floating 11, +10 can easily occur and then one game is decider.
Second, with some big names on CC (rabbiton, Kaskavel), I have played in past that first-goer can only deploy on first turn (no attacks, no fort), and then second-goer starts to indeed play. This was method to even up first turn advantage because second-goer have attack/card advantage but first-goer has troops advantage (he starts with +3 or more troops but second-goes starts attacking with 0 troops).
I think both these suggestions of floating-11 and reverse-goers serve to reduce luck factor and that you will find them reasonable.
