Another excellent rule I have played with in the past is a max placement of 10 armies on any given country for one turn.
So if you have 18 armies to place, a maximum of 10 can go on one country leaving you with 8 left to place. The next turn, you can place an additional 10 armies on that same country if you want, but only 10 per turn.
This helps to control excessive hording which some people like and some don't.

I don’t like it.
But we all appreciate that people makes suggestions. Out of 100 ideas in here, 99 seem more or less bad. But there’re always those precious few that are actually good.

Yup, without suggestion we won't get any improvements, so hats off for trying.
doesn't risk( i know its completely unrelated to cc) have an advanced set of rules where you can only have 12 armies on a territory, maximum, obviously you wouldn't play this with escalating, but with flat rate and no cards, and unlimited forts it can prevent a game of dicewars breaking out.
