I did a forum search and did not find this question answered. Apologies if I missed it out there.

When spoils are cashed in in Nuke games are they flagged as inactive until all other territ spoils are handed out?

IE, consider a deck of cards. If someone plays the Ace of Spades, that card is not available again until the rest of the deck is exhausted. Likewise with spoils, is it accurate to say that if someone plays Moscow that spoil is not available again until all spoils have been handed out?

Or is it completely random? In which case I cash in Moscow the next player could be given that spoil at turn's end.

No CC does not use a deck, so as soon as a spoil is played it can be picked up again (this can also be thought of as a deck that is continually shuffled).

Furthermore it is entirely possible to have more than one of the same card if the circumstances require it. On a small map, you may have less than 30 territories. 8 players holding 5 spoils each would require 40 total, so some of them will be doubled up.

I have already come across a nuclear game where I was holding a territory card, and someone cashed the same card while I was holding it.

So yes more then one person can cash the same card in one round.
