it is when you attack into someone depleting a players troups when you cant kill them

If you use up a large quantity of troops attacking a player for no tangible benefit (such as eliminating him or controlling a region), its suicidal, especially if the attacks greatly weakened both of you.
Although I would like to add that a if you had a plan that would have won you the game (such as eliminating someone for their spoils, or taking the objective) and it failed because of dice, resulting in you and another played being greatly weakened and soon eliminated, then it is simply bad luck rather than a suicidal act since there was a clear reason behind it.
