Comments: <For the last few turns I have noticed that legendkiller717 has left his borders open when they are next to DjolusVicenus’ army. DjolusVicenus will not attack Legendkiller717’s army. Legendkiller717 has an advantage of securing lands without having to use his armies. This becomes problematic since Legendkiller717 has lands that give him extra armies. No alliance has been posted on the game room chat. I do not know if there these two persons are the same or if they have formed a secret alliance. >

Legendkiller717, DjolusVicenus are cleared of being multis.

As for the secret alliance, not breaking a continent is not enough evidence (it happens all the time with no such alliance). It might just be to their mutual benefit not to attack, and they knew that without discussing it. Unless you can show multiple instances of this happening they will remain unblocked.
