New Game Options To Enable/Disable Following Territory Card Effects:
Extend +2 Bonus Armies awarded on territories for which cards are played to any player, not just the player who trades in the cards.
Set the Territory Card Army Bonus to anything from 0 to 7 (2 is default).
Specifics:
+X Bonus Armies are placed on every territory for which a card is played.
These territories need not be occupied by the current card-playing player; they may belong to any player, or the neutral player.
These +X Bonus Armies are awarded to whoever controls the territory for which a card is played.
The number of +X Bonus Armies may vary from game to game and player to player.
The base number of +X Bonus Armies awarded to the occupying player of a territory for which a card is played may be set at the beginning of a new game.
This number may range from 0 to 7.
Default is 0. (Yes, zero; see below.)
The adjusted number of +Y Bonus Armies awarded IN ADDITION to the base +X Bonus Armies can also be set at the start of a new game.
THESE +Y Bonus Armies are only awarded to occupier of a territory for which a card is played if that occupying force belongs to the player trading in these cards.
This number may also range from 0 to 7.
Default is 2. (Just like in normal Risk.)
This will improve the following aspects of the site:
Playing a set of cards may have the (un)intended result of building a huge wall of Neutral Armies, giving a large force to your opponent, or hooking up a teammate.
Holding off on playing a set of cards until you occupy certain of their territories becomes doubly more important.

I was acutely thinking about this the other day. But I agree with FabledIntegral on his bonus veiw. In short I like it and I like to see it developed.
Nice idea, but as previous posters hav said it needs to be reigned in a bit.
In an extreme case you could get with your original suggestion, if I understand it correctly, up to 31 extra armies with a very lucky turn 4 mixed set. Events like that just don't make the game very fun IMO.

I think anything above 3 is a little out of hand, anything above 5 is just crazy, but hey it could be fun. It might put more importance on taking the territory on your card. Who knows 4 reds might be better then mixed.
