Escalating is crazy, we never played that on the board game, I don't think I'd even heard of it until I got here.
read the rules - escalating is how you play world domination, flat rate is for mission cards.

My rules (1993 Hasbro) says escalating for both.

I thought flat rate came first and escalting came afterwards to speed up the amount of time it takes to play. But I do agree flat rate is better.
